New measures to protect international students
As mentioned above, the Canadian government is developing initiatives to increase the attraction of talent to the territory. Therefore, new measures are being considered to protect international students in the country.
According to the Minister of Immigration, Refugees and Citizenship, Marc Miller, by the end of 2023, approximately 900,000 international students are expected to be welcomed to the territory. For this reason, it has been decided to take measures to protect these students from possible educational scams and to give them protection throughout their process, ensuring that students are enrolled in serious, duly accredited educational institutions.
The government decided that, as of 1 December this year, all higher education institutions will be required to verify directly with Immigration, Refugees and Citizenship Canada (IRCC) each applicant's letter of acceptance before issuing a study permit.
This new verification process aims to protect prospective students from forged acceptance letters and to avoid problems similar to those some students faced earlier this year as a result of fraudulent investigations, while also aiming to improve the quality of education in Canada for international students.
Additionally, by autumn 2024, IRCC will adopt a new "recognised institution" framework to benefit higher education institutions and set a higher standard for services, support and outcomes for international students. Some benefits of having this framework in place are, for example, priority processing of study permits for applicants planning to attend such a school.
Immigration Levels Plan 2024-2026
On 1 November 2023, the Minister for Immigration, Refugees and Citizenship, Marc Miller, officially launched the Immigration Levels Plan 2024-2026 which focuses on supporting economic growth while balancing the pressures that may arise in areas such as housing, health and infrastructure.
This plan is created with the goal of sustainably reaching 485,000 permanent residents by 2024 and 500,000 by 2025, taking steps to ensure that newcomers have the resources they need, such as settlement support or access to housing, to enable them to adapt quickly and successfully to their new lives in Canada. Overall, internal improvements to IRCC's digital systems and customer service are being considered to increase processing capacity and backlog of migrant applications.
Objectives for French-speaking migration
Importantly, the government has ambitious new immigration targets to support francophone communities outside Quebec. The targets represent 6% of total immigration in 2024, 7% in 2025 and 8% in 2026. This is to strengthen Francophone communities outside Quebec and ensure the economic prosperity of Francophone minority communities across Canada.
French-speaking mobility programme
The Francophone mobility programme is an initiative, created by the government of the province of Quebec, which allows international students of French to work in any province in Canada once they have reached a certain language level and have completed their course.
